Reactivation of the Subsecretariat of Revenues in the Treasury

The Ministry of Finance and Public Credit (SHCP) will once again have a head for the Subsecretariat of Revenues, which was eliminated in 2020 as part of the austerity measures implemented by President Andrés Manuel López Obrador. This Monday, the SHCP published in the Official Gazette of the Federation (DOF) the Decree that reforms, adds, and repeals several provisions of the SHCP Internal Regulations, which includes section B BIS of article four. This section defines the units and decentralized bodies that the Treasury has to manage its affairs.

"The decree published today in the DOF confirms the reinstatement of the Subsecretariat of Revenues," stated the SHCP. The new section B BIS mentions the “Subsecretariat of Revenues,” which will be in charge of three operational units, eight directorates, and twelve coordinations, which originally belonged to the Subsecretariat of Finance and Public Credit. Despite the fact that in 2020 the position of head of the subsecretariat was eliminated following austerity measures, its structure remained in place. Among the prominent units are the Non-Tax Revenue Policy Unit and the Hydrocarbons Unit, the Tax Revenue Policy Unit, and the Tax Legislation Unit. There is also the General Directorate of Non-Tax Revenue Policy and the Tax Revenue Policy Directorate. The disappearance of the Subsecretariat of Revenues occurred due to a presidential decree published in the DOF on April 23, 2020, which announced the elimination of ten subsecretariats in public administration. The purpose of the Subsecretariat of Revenues is to strengthen public sector revenues by creating a fairer tax system that meets the country's spending needs. Additionally, it oversees the design of the Federal Revenue Law, which is presented to the legislature to define how public resources will be collected to fund government expenditures during a fiscal year. Among the other subsecretariats that were also eliminated were those of Communications and Technological Development, Government, and Labor Employment and Productivity.

The return of the Subsecretariat of Revenues indicates that the government is seeking new ways to optimize and strengthen revenue collection, which is essential for tackling current economic challenges. A fairer tax system not only helps balance the country’s finances but can also encourage better investment and long-term growth. The administration must ensure that these changes are implemented effectively to maximize the economic and social benefits for all Mexicans.
